"mornings on 2" begins right now. well, good morning. welcome to "mornings on 2." i'm dave clark. >> i'm tori campbell. it's monday, august 27th. we're following developing news in san francisco. there are reports of a suspicious package near pier 39. police just confirmed to us that the package was reported near beach and powell streets just after 5:00 a.m. the bomb squad is on the scene trying to determine what's

inside. we have a crew on the way and will bring you more information as soon as it comes into the newsroom. meanwhile, imagine arbaggage screening concerns -- major baggage screening concerns. tara moriarty has more. >> reporter: good morning. those bags that you check in at the ticket counters, workers say those baggages are going on without being checked this is all according to baggage screeners who didn't want to be identified. they spoke to the san francisco "examiner" over the course of a year. six screeners allege that hun doctors of bags identified -- hundreds of bags identified make it through each day through peak times without any inspection and they say their

manager is guilty of covering it up. >> i think it's a big issue for everybody's security, especially people with kids, families, vacation-wise. i think it's something that needs to be checked on. i think any airport you go to, that should be the main priority. >> reporter: now, an sfo spokesperson shot down the allegation saying the federal tsa audits how it screens baggage. the tsa said it conducted an initial investigation and found no violation but it will be taking this seriously. now, if drew, these allegations -- true, these allegations could force other airports to look at their safety. the tsa is in charge of all but 17 airports in the united states. tara moriarty, ktvu channel 2 news. well, this morning, residents in louisiana, preparing for tropical storm isaac now surging toward the

gulf coast. >> our position right now is that we are not gonna have any shelters as a last resort. people cannot rely on the city. >> now, louisiana, alabama, mississippi, they are now under a state of emergency. isaac is expected to make landfall late tomorrow or early wednesday and wednesday is the 7th anniversary of hurricane katrina. boy, over the weekend, isaac crossed over southern florida, brought a lot of rain and heavy winds to the area, but the weather did not keep a lot of people indoors. many said the storm was not as bad as they were expecting. some flooding, some minor damage from the storm is reported in the florida keys. now, tropical storm isaac did cause the republican party to postpone the start of the national convention in tampa from today to tomorrow. coming up for you at 7:15, we'll bring you a live report from tampa on how the

republicans are scrambling to rearrange their schedule. it's been a violent year in san jose with 3 homicides reported -- 33 homicides reported. alex savidge has more. >> reporter: good morning. families who have been impacted by violence will be taking part in a prayer vigil. they will do so here outside of san jose city hall tonight. in fact, chris moore, san jose's police chief, will also be onhand for the event. the vigil is being organized by a local church and is in response to a recent rise of murders in the city. 33 homicides so far in san jose, eight in the past two weeks. police say the recent spike in killings is part of a gang war and now the city is on pace for a record-setting year. there were 39 murders during all of last year. >> save our votes! save our children -- save our streets! save our children!

>> reporter: the community, the group says, must work to reduce the violence here. they say police are only part of the solution. still, san jose's police chief is committing more resources to deal with this rise in violence. the department is dedicating a special unit of officers specifically to focus on gang crimes here. and the chief has also authorized an $800,000 increase in overtime to pay for the extra officers and their overtime in the budget. the prayer vigil will happen later tonight at 7:00 here at san jose. live in san jose, alex savidge, ktvu channel 2 news. >> thank you, alex. 7:06. san pablo police are investigating a deadly shooting. it happened yesterday around noon. police have released little information but they say the 22- year-old victim was found with the help of a shot spotter system. the man was rushed to the hospital where he died. right now, there's no word on any arrests or motive.

time now, 7:06. a driver is facing dui charges in oakland this morning after smashing no a fire hydrant causing water to shoot up into the air. there it is. this happened about 12:0 this morning at -- 12:0 this morning at 90th avenue. police say the driver left the scene and then hit an embankment right there. well, coyotes are worrying pet owners in one san jose neighborhood. on saturday, a cat was found dead on a front lawn on vanderbilt drive near forest hill elementary school. neighbors suspect a coyote killed it because coyotes have been heard howling in the area recently. some residents want those coyote the moved out of the neighborhood -- coyotes moved out of neighborhood but the department of fish and game say they can't move them unless they are sick, injured or

orphaned. a protest is planned today in san francisco as part of an etch art to save foreclosed home. it's being held by the same group of people who rallied last week to keep a san francisco homeowner from being evicted. they will be outside the pnc bank and nation star mortgage and fortress mortgage. sal has breaking news. what happened? >> we're in san francisco right now. i want to put up a map. there's police activity at the cornern of 28th and -- corner of 28th and church street in san francisco. police were looking for two people. there has apparently been some shots fired in the area. an officer's foot was hurt. he was not shot. that's what we've heard from the police. and we're also getting reports that nearby st. paul school is going to be locked down because of the police activity in the area. the police have also called in

motorcycle units to search this neighborhood for one outstanding suspect. this is in texas's knowwy valley -- san francisco's knowy valley. a police search and shots fired in knowy valley this morning. ktvu is there. we're arriving there shortly. we'll have live pictures for you from this scene. sounds like a rety serious one in knowwiy valley. the bay bridge is backed up for a medium to moderate delay, ten minutes maybe before you get into san francisco. also, 237, some slow traffic crossing 880 and heading to 101. let's go to steve. thank you, sir. a very good morning. a lot of low clouds around. although the sea breeze has tailed off here drakelyp we also have some information on tropical storm isaac. we start -- off here

dramatically. we also have some information on tropical storm isaac. we start off with a billion lit of a warmup -- with a little bit of a warmup today. 81 for livermore after yesterday's very cool 72. san jose, 71 going 79 today. i'll be honest with you, i'm a little forecast by those forecast highs. those are mine. i went with, i saw. they all bumped up the temperatures and are all consistent. isaac is getting more energid -- getting more organized. an eye is starts to form over the gulf and moving away from florida. it's still a tropical storm but it's expected to strengthen. these are the proprojected paths -- projected paths. the majority take it towards new orleans. one of them peels off towards mobile, more one even towards texas. that's where the uncertainty lies. most take it from louisiana, we'll see the mouth of the

mississippi river and the system continues to work its way into the gulf and it will strengthen here. there will be a lot of rain. that much we do know. and it might make it to a category 2 by the time it arrives. high pressure, kind of building in. look at that. less than 10 at travis on the sea breeze. it's been going from 16 down to about 8. that's a sure sign it will be warmer. 40s from santa rosa to napa, watsonville and santa cruz. a little col for some. a little -- cooler for some. i don't think too much of a change by the coast. temperatures will start to rebound after cool numbers. kind of a hint of fall in the air. 70s and 80s for some. we'll go fairfield, 81. 79 sunnyvale. 60s on the coast. 73 san mateo. probably redwood shores as well. redwood city, about 77. i think the same all the way

so what are things like that now, renee? >> reporter: it's a very gloomy day. it's a bit wet, damp. but the good news is the folks here in tampa didn't get hit as hard as they thought they were going to. they really dodged the bullet. but we're expecting that this afternoon, the rnc will convene for about ten minutes before they recess and they will be out on recess until tuesday. an uninvited guest is tretening to overshadow -- threatening to overshadow hit rom nip's big moment. >> are you concerned about the convention? it will be a great convention. >> reporter: now 2 appears isaac will -- it appears that isaac will bypass tampa. republicans worked with emergency officials in florida as they made the come to delay. >> that was their decision to make but we helped them understand the fact that high

winds could cause some bridge closures, make travel by bus difficult. in generally, we could have road flooding. >> reporter: isaac battered the southern tip of florida on sunday. today, tampa is expected to see sustained winds of 25 to 30 miles an hour and one to two inches of rain. despite the delay, the republicans believe the party's business will still get done. >> it is what it is. we're gonna tell the mott romney story. >> reporter: but tampa's mayor says going forward with the political celebration could be a tough decision. >> they have a moral dill lem mu if there's loss of life and property in new orleans? what do they do? >> reporter: most of the decision to take the stage today has been rescheduled for later in the week. all right. we want to show you a live shot right outside the convention center. this is about from hovering above there. i will tell you the big question is where are the stars

of the show? we're talking about the stars of the rnc. well, we know that governor romney, he's in his home town. reporters spotted him this morning, both the governor, and his wife, ann romney, they had just wrapped up practicing their speeches which we will hear this week, and paul ryan, he's set to make his arrival tomorrow. he was supposed to arrive today. back to you. >> thank you. all right. well, protesters are also in town for the republican national convention. and the protesters include organized lanor and occupy groups who say that mitt romney aeconomic policy would hurt -- romney's poly would hurt the 99%. -- policy would hurt the 99%. there's even a protest against dogs against romney. people say that romney hurt his dog by putting it on the roof. keep it right here.

we'll bring you coverage of the convention today and throughout the act. actor george clooney is arriving in switzerland to attend a fund-raiser for president obama's campaign. he will attend an event in geneva. reportedly, americans are flying into geneva from around the world. back in may, clooney raised almost $15 million at a fund- raiser at the actor's home in los angeles. new this morning, federal regulators say a slaughterhouse was shut down because of concerns of food safety and cruelty can now reopen. employees in hanford have been told to report to work after that announcement. the usda suspended operations of the plant after some undercover video showed animals too sick to work being beaten shock and shot. three central lawmakers asked the federal government to reopen the slaughterhouse. they cited concerns about

unemployment. well, it was a big deal when cars and cell phones were taken away from state employees. now there is a new report that is showing that thousands of dollars are being spent wipe the state brew a popular device. according to the chronicle "state agencies spent $423,000 on ipads. more than half went to agencies that report to the governor. most of them went to the department of veteran affairs. 7:19. the marin county man known as "the american taliban" is due in court today to claim the government is violating his religious rights in prison. john walker-lindh wants to be allowed to pray together with his fellow muslim inmates once a day. the federal prison in indiana where he's serving a 20-year prison only april lous praying together once a week. lindh was captured in afghanistan in 2001 while

all right. we want to check in with sal following some breaking news for us in san francisco. >> that's right. it's police activity in the noe valley between 30th and 28th on church street. this is a police search. an officer has been hurt, although he was not shot although shots were fired in this area. this happened about 25 minutes ago now when they were looking for two men with guns and the -- the information is that they may have held someone up but we're trying to confirm that. however, when the officers were chasing them, they did not stop. one person has been arrested. one person is outstanding. there's a wide search going on in the noe valley. they are up on elizabeth street. they are all over the place here. it's a good area to avoid. the j church line may be affected and also st. paul's

elementary school may be locketsed down if you have a -- locked down. if you have a child that goes there, be aware there's police activity in the area. they are looking for one tanding suspect. ktvu's tara moriarty is arriving on the scene. we'll have a live shot from the noe valley coming up soon. i also see newschopper is heading to san francisco. let's go to the bay bridge. that's backed up for a moderate delay. not all that bad. i would say this is a pretty good commute for a monday. about ten minutes waiting at the toll plaza and then you are off. we're going to san francisco now. this is a suspicious package found in the fisherman's wharf area. it's been there since about 5:00. they've called in the bomb squad. the f market line, which is impacted by this may be -- is turning around, according to muni at pier 9. they are going back from outbound to inbound. it's kind of a wide area for police to be looking for.

this is the wharf inn, one of the areas affected. it's a good area to avoid. let's go to steve. thank you, sir. we have the usual night and morning fog t will head back to the coast. it does look like a warmer pattern for inland temperatures. i don't think too much of a change here at coast and bay. a low sitting off seattle and portland. the high pressure looks like it kicks in. an update on tropical storm isaac as it starts to head into the gulf. it's going to strengthen and it's moving slowly. northwest about 14, 15 miles per hour. 350 miles per hour from the mississippi river. it will strengthen to a kat 1, maybe kat 2. the -- to a category 1, maybe a category 2. but there's a not a complete -- there's not a complete consensus on this. there's the low up there. the high moves in.

so look for the inland temperatures to jump up about 7 degrees. it will be warmer for some away from the coat a little breezy. but it's a far cry from anything we had yesterday. so 60s, 70s in the low. not much of a change. a little warmup away from the coast. no big deal. temperatures near average. but then cooler weather arrives for the upcoming weekend. 7:25. just a couple of hours from right now, the petaluma national little league team comes back to the bay area from the little league world series. they are gonna get a heroes' welcome after finishing third at the world series. >> going up the middle. >> they beat panama yesterday. 12-4. met was in the -- petaluma was in the game. they lost the game. even though they scored 10 ins in one inning to tie the tame

let's go to sal where shots were foyered in noe valley. >> two suspects were allegedly robbing each other and they took an iphone or at least a couple of iphones. these are unconfirmed police reports at 29th and church near 30th and church. also the school nearby, st. paul's elementary, has been shut down. now, they did immediately arrest one suspect. one officer was hurt. he was not shot. he was hurt in the foot. the second suspect, we believed he may have just been found. they can do that thousand with iphones. they can trace the phone. they found him in a different part of the city. they are gonna do a cold show which they are gonna show this person to the victim and see if they can identify them. there was also a fun involved. this is a wide police search. tara moriarty is on the scene. she's arriving there. we're working the story. we'll let you know what's happening. this is kind unusual for noe valley, for this to be happening. the j line, we haven't heard

any -- heard any word about that being disrupted. okay. look at bomb squad vehicle here on live tv, going up to a suspicious package in san francisco's fisherman's wharf area. this package was found just after 5:00 in the morning. they've cleared out a wide area near beach and mason street. the f market line has been turned around. it's not returning through here. this is near the wharf inn. people are being kept right back of this area near that 7/11 there that a lot of the tourists use in the area. now, the robot is going towards something. so the bomb squad has arrived. we'll let you know exactly what happens and if they do, indeed, found this package to be active off inert. 7:32. back to the desk. >> all right, sal. if you happen to be -- if you happen to see a helicopter flying low over the bay area, don't be alarmed. this is research.

allie rasmus has more. >> reporter: well, good morning, dave. this is all part of a federal government study to research the amount of naturally occurring radiation in the bay area. now, researchers are gonna be using a twin engine 412 bell helicopter and hear is a helicopter fitting that description right here at the hayward airport, where we are. now, about a half-hour from now, there's supposed to be some media availability where people presumably involved in this will talk to us more about what they are doing and we'll be able to ask them and confirm if this is the helicopter they are using to do this research. the national nuclear security administration will fly helicopters with testing equipment over over oakland, san francisco and pacifica. the choppers will be flying low. just about 300 feet over the ground. so the agency is getting the word out about the project now, so people are not alarmed when they see them.

killed after a plane crashed in lake tahoe. witnesses say they saw the plane turn and dip near highway 50. the plane is listed being ring stered to a man who went on a trip with his wife, 7-year-old -- registered to a man who went on a trip with his wife and 7- year-old daughter. everyone on board was killed. members of the japanese media are expected in san mateo for the plim hearing of a -- preliminary hearing of a vice council charged with abusing his wife. the man is accused of throwing his wife from a car, stabbing her with a screwdriver and stomping on her several times. she's expected to testify at today's hearing. on friday, defense attorneys asked for more time in the days but that request was denied. a verdict could come today in a southern california assembly man's trial on dui

in san francisco. we'll be right back to noe valley. let's go to steve. one low, sitting up here, the high pressure kind of building in a little bit. this will not be a huge warmup. it will get temperatures back to average. a cool pattern to the north and also some rain from our observer ronald thompson up in crescent city. there is a little bite feel to the air. cloudy, mostly cloudy, clear. the santa cruz coastline has been clear and cool with a lot of 40s. clearing, warm inland, warmer, i should say, it won't be that warm. tropical storm isaac continues to move away from florida heading into the gulf. now, still, a couple of things going on, it's getting better organized. it's still tropical storm strength. it's not hurricane strength. most signs take it right towards new orleans. we'll see it that track

can you tell thus. >> reporter: we're close to the scene -- what can you tell us? >> reporter: we're close to the scene. we're here at the st. paul acatholic church. the school is in lockdown. there's helicopters above us. they've been looking around this area in the breezeway, they've been looking underneath the cars here. we're not sure for what, bullet kissings or what -- casings or that sort of thing. we understand there are suspects on the loose. we understand there are two suspects they are actively looking for. sal did report that three suspects have been taken into custody. i don't know if there are five people total here. we'll have to wait to get confirmation from the san francisco police department. one officer has been hurt. they hurt their foot. but it doesn't seem there is a serious injury. we don't know if that started off as a home invasion. this is noe valley. this is a very quiet aun clave of the city. as you can see -- enclave of

welcome back. i'm tori campbell. >> i'm dave clark. it's monday, it's august 27th. we're following breaking news in san francisco. an elementary school is on lockdown in noe valley because of police activity. ktvu atara moriarty joins us now live with an update from the scene. it looks like a lot of police tape behind you there, tara. >> reporter: that's right. we just spoke to police and they say this started off as a robbery in the taraville district. the suspects then came over here at 28th and church street. you can see the officers there. they are looking for evidence and possible weapons. if we take a look at some video i can see that there were -- you can see there were quite a few officers out here toting guns. we know that police have at least two suspects in custody. when we were closer to officers, we heard them talking

about the breezeway which connect, the church and they are searching for evidence. if we take a look at video from chopper 2, you can see this area of 28th and church streets. we're right near saint palm's catholic church. this call came in around 7:00 this morning. the shootout happened right near the church which is in lockdown but we'll told it will be open soon. we've seen some kids trying to come into class. they will have class but we're just not sure exactly when. you can see they have quite a few blocks cordoned off here as they continue to search for evidence. those -- at least two suspects that we know of in custody right now at -- at police headquarters. we're still trying to gather a bit more information and find out if anybody saw exactly what happened. but we do understand one officer was hurt. they hurt their foot. but it doesn't appear to be anything serious. so that's the good news. we're live in noe valley, tara

welcome back. 8:29. we're still following breaking news in san francisco. several suspects have now been arrested after an incident this morning that forced an elementary school to go into lockdown. ktvu's sara tori artie is -- tara moriarty is there at the scene. you have all of the details. so what happened? >> reporter: well, the police chief just arrived about ten minutes ago. if we take a look to the left, you can see the big group of officers there. they've been searching for evidence during the past hour. this was a street robbery that started over in the taraville ocean side district at broad. let's take a look at fresh video that we just got in. we understand there could be as many as four of them. at least 2 have been taken into custody. we're not being told if there are still more outstanding. we're waiting to so an update.

it's a site that could take some people in the bay area by surprise. allie rasmus is live to explain why a helicopter will be flying very close to the ground later today. good morning, allie rasmus. >> reporter: good morning. this is the chopper you will seeing flying at. take a good look at it. you might recognize it flying over your neighborhood. this is a twin engine 412 bell helicopter. it being used as a federal government study to measure naturally occurring radiation levels in the bay area. the chopper is park parked -- the chopper is parked at the hayward airport. this is where it will be taking off from. the national nuclear security administration are flying this chopper every day this week just00 feet off the ground over oakland -- 300 feet off the ground over oakland and san francisco. they will be measuring the

naturally occurring radiation levels in the ground. the missions manager explained to us how the data will be used. >> we're interested in preventing terrorist attacks, of course. so if we did go out and measure radiation some place, this will help us to determine in we see something that shouldn't be there, if we some radiation signature that doesn't belong. >> reporter: the flights will take place every day this week through sunday. they will be covering 69 square miles of the bay area, moving in a grid pattern. the reason why they are coming to the bay area to study and collect data on naturally occurring radiation lels, it's not because they think the bay area may be a target for a terrorist attack. they say this is because of the diverse geography in the area -- in the bay area. you have pacifica on the coast with a lot of hills and you have the dense urbeen areas. the managers here say they will be using that data to extrapolate and use that to be

down for the central construction project expected to open in 2019. riders will find signs directing them to the 4th and market street exit. caltrans is closing the old interstate 880 bridge at high street between 10:00 p.m. and 5:00 a.m. each night through september 19th. >> some lanes on southbound i- 880 will close as early as 7:00 p.m. the state is replace ig the bridge to bring it up to current seismic standards. prices at some san francisco parking meters are going up. it will soon $5.25 an hour to park at some meters. but it depends on the time of the day. this is now the 7th adjustment. the ajustments are based on the demand, location and the time of the day. about a quarter of the city's parking meters are a part of sf park. now, the most the city will be

charged at these meters is $6 an hour unless there is a special event. all right. 8:37. we want to check in with sal, so what's happening on the roads. the bay bridge toll plaza still closed this. >> boy, we've had an eventful morning in the newsroom. a lot of stuff going on. traffic was not completely -- didn't go off the hook there. let's take a look at the toll plaza. the traffic there looks pretty good. there is a little bit of slow traffic here and there coming up to the toll plaza. that's about a 5 to 10-minute delay. there's nothing too major getting into the city. i want to show you that, the him knits freeway. look at all -- nimitz freeway. look at all of that traffic. there is an accident here. 880 northbound, another accident, noninjury accidents but the traffic has been really slow and then 80 from pinole to richmond has been having a

terrible morning. i know why that is. we had an earlier accident in berkeley. it was in a really bad spot. >> the south bay is having a pretty decent morning, 237, a little bit of slowing here approaching 880. 85, northbound at highway 17 on the shoulder. there is a noninjury accident there. let's go to steve. pretty good fog bank out there. it will be warmer inland. temperatures, the sea breeze is gone from about 16, 20 miles an hour down to zero. that's a sure sign, plus some higher elevations are running lower. still the low, off seattle and portland will pay into our weather. temperatures will start to drop again. still have a tropical storm to deal with right here in leaving florida heading into the gulf. so far the wind has not strengthened. all signs point towards this

8:47. new this morning, a high school student in maryland has been shot on the first day of school. we're just getting this in. this happened in perry hall. that's a community near baltimore. that school has been evacuated. the student has been rushed to the hospital. police have given us no other information about the condition of the student but that's in maryland and we'll follow this for you. we're learning more about the killing of 2 american soldiers in afghanistan. it happened in the eastern part of the country. nato says the shooting is believed to be accident. the afghan soldier's weapon discharged as the soldier fell during a firefight with taliban insurgents. officials say this will not deter the mission to secure afghanistan. >> our party -- our hearts and prayers go with the families of those soldiers who have been killed today. >> this month alone, 12 americans have been killed in afghanistan. there's been 33 insider attacks

we're following breaking news in san francisco. the police chief has just arrived on the scene, where several people were arrested in noe valley. it forced the lockdown of an elementary school. ktvu's tara moriarty is live, once against, to let us know -- once again, to let us know what's happening now. >> reporter: well, the police chief just spoke. he's standing over on the corner right now. he just dave us a brief update about what happened. police are searching for -- he just gave us a brief update about what happened. police are searching for possible bullet caseing. a neighbor heard a -- casings. a neighbor heard a female officer yell stop. this is a -- this is a street robbery that started in the ocean side district. we believe there may have been as many as four suspects that

we have video in of -- we have video in of one of them. police say someone stole a cell phone at gunpoint and then officers traced that cell phone to the ball bowa b.a.r.t. station -- balboa b.a.r.t. station. now, we're experiencing some technical difficulties here. but what happened here, they ended up here at the corner of 28th and church streets. and the officer, there is a female officer who had a confrontation with one of those suspects and we understand that she yelled stop. he did not, he proceeded to go over a fence. she feared for her life. she shot at him. no one was hurt. but there is an accident taking place. we understand there were more suspects and they ended up -- their cell phone was trace to a location in the inner sunset district on 8th and lawton. one suspect was found in the car, -- the other one was found in the -- in the car, the other
